At the request of Ozaukee County, SEWRPC prepared a short-range, 5-year plan for public transit services in the County. It includes recommendations for transit service improvements for the Ozaukee County Transit System over the study period, 2019-2023. The Ozaukee County Board of Supervisors unamimously endorsed the Ozaukee County Transit Development Plan on January 2, 2019.
The Ozaukee County Transit Development Plan: 2019-2023 is based on a performance review of the existing county transit system, and analyses of the travel habits, patterns, and needs of system users based on travel data and surveys collected in 2012 and 2016. The plan also includes an analysis of potential transit system alternatives, and proposes a set of recommended service changes for the transit system.

Advisory Committee
To provide guidance to the technical staff during the preparation of this plan, and to involve concerned and affected public officials and citizen leaders more directly and actively in the development of transit service policies and improvement proposals, an Advisory Committee was appointed by the Chair of the Ozaukee County Board of Supervisors. The Advisory Committee was responsible for proposing to Ozaukee County and SEWRPC, after careful study and evaluation, a plan identifying the recommended transit service improvements in Ozaukee County over the 5 year planning window.
Commission staff sought participation of the public throughout the preparation of the Ozaukee County Transit System Development Plan. The materials and public comments received during the plan development process were summarized and are available here. The final recommended transit service improvement plan approved by the Advisory Committee reflects the input received.
