VISION 2060

VISION 2060 is Southeastern Wisconsin’s next regional plan. It will present a long-term vision for land use, growth, and transportation, guiding the decisions and investments needed to support a connected and thriving Region, its communities and landscapes, for decades to come.

What is VISION 2060?

VISION 2060 is the major update to Southeastern Wisconsin’s regional land use and transportation plan. It builds on decades of regional dialogue and planning, including VISION 2050, and its planning process is now underway.

How will the plan engage the Region?

Planning for the Region’s future cannot be done well without working together. VISION 2060 will be guided by the VISION 2060 Committee, a population-proportional body of public officials from all parts of Southeastern Wisconsin who will review and shape the draft plan. It will also be guided by you—residents of the Region—through broad public engagement and outreach.

As we begin VISION 2060, watch for opportunities to shape the plan!

What does the plan do?

VISION 2060 is an opportunity to define the environments we hope our children and grandchildren can experience and call home. To do that, the plan will serve two important functions:

  • First, it will fulfill the State of Wisconsin’s requirement that the Commission create and adopt a master plan guiding the Region’s physical development, including elements such as land use, housing, and transportation. 
  • Second, it will serve as the Region’s metropolitan transportation plan. This ensures Southeastern Wisconsin can access hundreds of millions of dollars invested each year in our roads, transit, and trails. 

By planning these investments across decades, we can make sure they’re spent in ways that shape the kind of Region we want to become.

How will the plan be set up?

The updated plan will be forward-looking and designed to be easy to use. Commission staff are modernizing how recommendations are organized and communicated—emphasizing clarity, accessibility, and usability for a range of audiences.

VISION 2060 will be a concise, visually driven planning report organized by intended audience, accompanied by related documents and supported by dynamic digital content.

By improving how the plan is structured and communicated, VISION 2060 will carry forward the Commission’s 65+ years of regional planning excellence while creating a new plan that is accessible, meaningful, and useful to everyone with a stake in Southeastern Wisconsin’s future.

When will the plan be completed?

VISION 2060 is slated to launch in 2028. The plan will be developed in five phases:

  • Inventory (Q3 2025 – Q3 2026)
  • Develop and Evaluate Transportation Alternatives (Q4 2026 – Q3 2027)
  • Develop and Release Preliminary Recommended Plan (Q3 2027 – Q4 2027)
  • Develop Recommended Plan (Q4 2027 – Q1 2028)
  • Final Adoption and Publication (Q1 2028 – Q2 2028)
