Climate Pollution Reduction Grant

The Commission received a $1 million planning grant from the EPA’s Climate Pollution Reduction Grant (CPRG) program to study pollution-reduction measures to improve health, workforce preparedness, and regional collaboration. The purpose of this planning effort is to develop consistent measures that reduce pollution, improve our quality of life, and grow the workforce to meet future needs.

 

Overview and Planning Area

This phased project includes a greenhouse gas inventory and pollution reduction strategies across key economic sectors: electricity, industry, transportation, buildings, land use, and waste. The Commission, as the lead grant recipient for the Metropolitan Statistical Area (Ozaukee, Milwaukee, Washington, and Waukesha Counties), is collaborating with partners to carry out this work.

Project Background

The Commission, in close coordination with the City of Milwaukee’s Environmental Collaboration Office (ECO), received a $1 million non-competitive planning grant through the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grant (CPRG) program. The grant provides funding for a climate plan covering the Milwaukee Metropolitan Statistical Area (MSA), including the counties of Milwaukee, Ozaukee, Washington, and Waukesha. In addition to developing a climate action plan, this grant will support efforts to develop and implement greenhouse gas (GHG) reduction strategies.

Priority Pollution Reduction Action Plan

The City of Milwaukee’s Climate and Equity Plan serves as a foundational document for the climate action planning portion of this program. The Climate and Equity Plan‘s 10 Big Ideas support a wide range of implementation projects in the areas of transportation, buildings, green infrastructure, job creation, and more.

The Metropolitan Milwaukee Priority Pollution Reduction Action Plan was submitted to the U.S. EPA on February 28, 2024. This document includes the following four required elements: greenhouse gas emissions inventory, priority pollution reduction measures, low-income and disadvantaged communities benefits analysis, and a review of authority to implement.

Regional GHG Inventory

The largest emissions contributors in the Milwaukee MSA are transportation and mobile sources followed by residential energy. For information on the GHG methodology, please refer to the Metropolitan Milwaukee Priority Pollution Reduction Action Plan.

State of Wisconsin Climate Pollution Reduction Plan

The Wisconsin Office of Sustainability and Clean Energy (OSCE) received a $3 million planning grant from the EPA to lead the development of a climate action plan for the state of Wisconsin, including the counties of Kenosha, Racine, and Walworth. There is on-going coordination with the State of Wisconsin to leverage staff resources, share public feedback, and learn about statewide planning efforts.
