Village of Mt. Pleasant Bicycle-Pedestrian Plan

 

Overview of the Plan Update


The Village of Mount Pleasant is preparing an update to its 2030 Master Bicycle Plan with assistance from the Southeastern Wisconsin Regional Planning Commission. This updated plan will recommend bicycle and pedestrian facilities in the Village that, when built, will create a well-connected bicycle and pedestrian network with links to surrounding communities. The plan update will also identify strategies to encourage more walking and biking trips and policies to guide the development of “complete streets,” or streets that are designed to meet the mobility needs of all users. Upon adoption, this update and its recommendations will be incorporated into the Village’s comprehensive plan. The plan update is estimated to be completed in Summer/Fall 2025.

Draft Plan Sections

 

  •  Section 1  provides an introduction and overview of the plan update, including the purpose and need for the plan, the role of the Advisory Committee, public participation activities throughout the plan update, and a general summary of each section of the plan.
  • Section 2 provides an inventory of existing on-street and off-street bicycle facilities and sidewalks in the Village, a summary of existing land use and employment patterns and their spatial relationships to bicycle and pedestrian facilities, bicycle and pedestrian connections to the RYDE Racine transit system, existing trail and nonmotorized count data, an assessment of crashes involving bicyclists and pedestrians, and a gaps analysis of the bicycle and pedestrian network.
  • Section 3 – Bicycle and Pedestrian Safety (under development)
  • Section 4 – Goals, Policies, and Design Guidelines (under development)
  • Section 5 – Alternatives Analysis (under development)
  • Section 6 – Recommended Plan and Plan Implementation (under development)

 

Advisory Committee


The Village organized an advisory committee consisting of staff from local, State, and regional governments and trail advocates from other agencies to provide guidance throughout the development of this plan. The advisory committee will serve as a forum for discussion and review and is tasked with reviewing the project deliverables at key phases of the plan development.

The timeline below summarizes what has been completed and the next steps for the plan update.


Public Survey and Public Involvement Meeting

 

Public involvement and participation are critical for the success of this plan. The Village and Commission encourage Village residents and anyone who visits, works, goes to school, or shops in the Village to complete a public survey to share information on your current bicycle and pedestrian usage, perceptions of safety, where you travel to, and the factors that influence your decision to walk or bike. Your responses will assist with the development of goals and policies that will address issues and concerns raised by the public and outline actions for improving walking and biking.

To share additional feedback on Sections 1 and 2 and to learn more about the plan, please consider attending the first public information meeting (open house format) for this plan. Additional public meetings will be held at key phases of the plan to further gather public comment and feedback.
