Public Review Period on a Proposed Regional Telecommunications Systems Plan for Southeastern Wisconsin

The Southeastern Wisconsin Regional Planning Commission recently solicited public review of, and comments on, a proposed telecommunications system plan for the seven-county Southeastern Wisconsin Region. The public review and comment period lasted from November 1, 2007 through November 16, 2007.

The Southeastern Wisconsin Regional Planning Commission is charged by law with making a comprehensive plan for the physical development of the seven-county Region. The proposed telecommunications system plan adds a new element to that evolving comprehensive plan. The proposed plan has a design year 2015 and identifies means for attaining high speed broadband telecommunication service throughout the seven-county Region. More specifically, the plan provides for the provision of public emergency service facilities, commercial facilities to serve fixed and nomadic users, and facilities to serve mobile users. Involving extensive inventories of the existing telecommunications networks within the Region, and particularly of wireless antenna sites, and the conduct of radio wave propagation modeling, the planning process that produced the plan investigated alternative means of achieving the service objectives and standards set forth in the plan, including both alternative wireless and wireline networks. The preparation of the plan was guided by a committee comprised of knowledgeable representatives of the government agencies and the private service providers concerned.
