At the request of the City and County of Racine, SEWRPC is preparing a short-range, 5-year plan for public transit in Racine County. It will include recommendations for transit service and capital improvements for both the City and County transit systems over the period 2011 through 2015. The most recent newsletter prepared for the plan provides an overview of the work performed to date.
Study Purpose
The transit study for Racine County is intended to serve the following purposes:
- To evaluate the performance of the existing transit services in the County – the City of Racine Belle Urban System (BUS) routes and services and the Racine County Human Services Department specialized transportation programs.
- To identify those transit service needs of Racine County residents which are not being met, or not being met well, by existing transit services
- To design and evaluate alternative transit service improvements for City of Racine BUS routes and paratransit service that address identified service problems and deficiencies and unmet transit service needs.
- To design and evaluate alternative transit service improvements for Racine County outside of the BUS service area that address identified service problems and deficiencies and unmet transit service needs. Potential alternatives include promoting greater coordination between non-profit agencies and County agencies providing transportation services; establishing a shared-ride taxi system(s) to provide transit service to areas outside the BUS service area; providing route-deviation service outside the BUS service area, in which transit vehicles would provide door-to-door service along flexible routes; and extending bus service to unserved areas.
- To identify a five-year plan for implementing transit recommendations
- To develop a financing plan for the existing and planned transit services
Workgroup
The preparation of this transit plan is a joint effort by the staffs of Racine County, the City of Racine, and the SEWRPC. To provide guidance to the technical staffs in the preparation of this plan, and to involve concerned and affected public officials and citizen leaders more directly and actively in the development of transit service policies and improvement proposals, a Workgroup was formed that includes representatives from all units of government in Racine County and a wide variety of agencies and populations with an interest in transportation in the County. The Workgroup is responsible for proposing to the City of Racine, Racine County, and the Commission, after careful study and evaluation, a plan identifying the recommended transit system improvements over the next 5 years.
Study Report
The study findings and recommendations will be documented in SEWRPC Community Assistance Planning Report No. 286, Racine County Public Transit Plan: 2011-2015. Drafts of the individual chapters of the report will be prepared during the course of the study for review by the Workgroup. A report outline may be found here.

Study Meetings and Materials
In general, the study staff will prepare report chapters for review by the Workgroup. Workgroup meetings are open to the public. Meeting agendas, minutes, and materials that have been provided to the Workgroup for review may be found here.
Public Involvement Meetings
Three public meetings were held in October and November 2009 in order to provide the public with opportunities to learn about the Racine County Public Transit plan, discuss it with staff, and comment on the work performed to date.
