Transit Development Plan
Public Comment Period Open Through April 30, 2011
Commission staff recently held three public meetings on the Kenosha County Transit Development Plan.
The public comment period for the plan is open through April 30, 2011. You can submit written comments via mail, email, or online comment form.
Study Purpose
The transit study for Kenosha County is intended to serve the following purposes:

To evaluate the performance of the Kenosha Area Transit and Western Kenosha County Transit systems, including the effectiveness of the existing route structure and schedules, and the financial performance of both systems and their component routes, so as to identify areas of effective and efficient transit service operation, along with areas of ineffective or inefficient operation.

To identify those transit service needs of Kenosha County residents which are not being met, or not being met well, by existing transit services.

To design and evaluate alternative transit service improvements that address the service problems and deficiencies identified in the performance evaluation and the unmet transit service needs.

To prepare a planning document that would serve as a guide for County and City officials for implementing transit recommendations over a five-year period; and
-
To develop a plan that will ensure adequate financing of existing and planned transit services through available Federal and State transit funding programs.
Advisory Committee
To provide guidance to the technical staffs in the preparation of this plan, and to involve concerned and affected public officials and citizen leaders more directly and actively in the development of transit service policies and improvement proposals, an Advisory Committee was appointed by the City of Kenosha Mayor and the Kenosha County Executive. The Advisory Committee is responsible for proposing to Kenosha County, the City of Kenosha, and SEWRPC, after careful study and evaluation, a plan identifying the recommended transit service improvements in Kenosha County over the next 5 years.
Study Meetings and Materials
In general, the study staff will prepare report chapters for review by the Advisory Committee. Advisory Committee meetings are open to the public. Meeting agendas, minutes, and materials that have been provided to the Committee for review will be posted to the website as they become available.
Study Report
The study findings and recommendations will be documented in SEWRPC Community Assistance Planning Report No. 281, Kenosha County Transit Development Plan: 2011-2015 (see outline of report). Drafts of the individual chapters of the report will be prepared during the course of the study for review by the Advisory Committee.
Public Involvement
Throughout the preparation of the Kenosha County Transit Development Plan, SEWRPC will seek the active participation and input of public elected and appointed officials, business and civic leaders, environmental and community groups, and concerned and interested citizens and parties. The proposed transit service improvements and the final recommended transit plan for the County will attempt to reflect the input received from elected officials and the general public.
Public information meetings and hearings will be scheduled in various parts of Kenosha County during the preparation of the Kenosha County Transit Development Plan. The meetings are intended to provide a way for residents and organizations to review and comment on the plan so that their suggestions can be considered for inclusion in the plan.
