Proposed Amendments - Public Comment

Public Review and Comment Period on Amendments to the Southeastern Wisconsin Regional Transportation Improvement Program (TIP)

 

The Moving Ahead for Progress in the 21st Century Act (MAP-21) of 2012 created a framework for monitoring the effectiveness of Federal transportation investments through a national performance management approach to transportation decision-making. This framework was continued in the Fixing America’s Surface Transportation (FAST) Act of 2015.  In implementing the performance management approach, the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) have developed specific highway and transit performance measures, and requirements for States, transit operators, and Metropolitan Planning Organizations (MPOs) in establishing and reporting targets, along with the monitoring of achievement of the targets, for each performance measure. Thus far, per Federal requirements, the Commission has established regionwide targets for the four transit asset management performance measures and for the five highway safety-related performance measures. In addition, the Commission is required to include in the transportation improvement program (TIP) a description of how the projects programmed in the TIP promote the achievement of the performance targets. As such, the Commission is proposing at this time to amend the 2017-2020 TIP to add a new appendix (Appendix I) to the TIP document. The draft appendix describes how the projects listed in the TIP would contribute to the achievement of targets established for national performance measures and to the achievement of the performance goals of VISION 2050—the adopted year 2050 regional land use and transportation plan.

SEWRPC is also soliciting comments on eight proposed amendments to the TIP. A public review and comment period will be held through Monday, July 16, 2018. Three of the eight proposed amendments would revise projects currently in the TIP. The remaining five proposed amendments represent the addition of new projects to the TIP.

These proposed amendments will be considered by the Advisory Committee on Transportation Planning and Programming for the Kenosha, Milwaukee, Racine, West Bend, and Round Lake Beach Urbanized Areas.  The Advisory Committees are being asked to review the proposed amendments, and indicate their approval or disapproval through email vote by Wednesday, July 18, 2018. Results of the vote will be posted on the Commission's website on July 19, 2018.

Copies of the proposed amendments are also available at the Commission offices. Commission staff is available weekdays between 8:00 a.m. and 4:30 p.m. to meet with the public and to answer any questions concerning the proposed amendments.
